Sound Popping/Crackling
Can't tell what causes this, whether there's just so many sounds being played at once, or whether the quick changing between peaceful soundtracks and combat soundtracks knocks everything out of sync, but it only takes 5 minutes - 10 of gameplay for it to happen and become really annoying

I'm certain I'm using Windows 10, Realtek High definition Audio speakers, NVIDIA virtual audio device (wave extensible) (WDM) and NVIDIA high definition Audio

I've tried multiple things, changing playback sound to quadrophonic or surround sound, turning off steam overlay, putting in "set acceleration = 0" in the oblivion.ini among other functions I've read, none of these seem to do anything, the only thing I've read is that the sound card might be cheap and need replacing to perform this quality of sound

Update: it seems to only be affecting the Music, most other sounds are fine, voices, effects, just the music that is crackling and going out of sync or something

Any updates? Did you try any codec packs?
K Lite Codec pack it can cause more problems than it fixes, set your audio to 2 CH 24 bit 48000 Hz might also be a file association problem,look in the folder \steamapps\common\Oblivion\Data\Music open some of the files see if they play properly on your media player,they should be MP3

I've played the older version game, and don't recall the pops and snaps and electronic whining that I'm hearing with this new Deluxe version. I play with Windows 10, and the older version game was on windows XP and Windows 7. I never notice the sound effects on those games. I think it might be the W10 OR (maybe as well as) HP programming. But then again it might be some kind of wardriving hacking. Because it sounds like telemetry. Then again there is the graphics card. I don't think it's the game itself. I just lost the saves on a dungeon run and my character is fresh out of the Cyrodil prison. A little concerned that my saves disappeared. And nobody can explain to me (or wants to) why joystick is enabled on my Oblivion ini. I keep turning it off and it keeps getting turned on again. Why? I don't need it.

I know its a bit late but. Its not only Oblivion with this bug but I've noticed it in Morrowind and Fallout New Vegas as well, it all happens at the same time (after about 10-15 minutes) and its only the music. Im thinking that it could be an engine issue because those are the only games that have the issue.
When i had the issue in fnv I was directed to this mod

but it doesn't work on windows 10 so couldn't use it, the only way I avoid it is just by restarting the game every time it gets really bad. :/

I'm having this same problem in Morrowind and have not been able to find any solutions, though the problem only seems to happens when I use the morrowind graphics overhaul

Hey! Just had this issue myself and thought "Gee, upon getting a new computer and installing mods that make skyrim run better, I had issues with skyrim running above 60 frames! Maybe that applies to some other bethesda games, too!"

I went to the Oblivion.ini in Documents/My Games/Oblivion and set "iFPSclamp=0" to "=60". Capping the frame rate at 60 seems to have fully solved this issue for me, so I'm going to assume it will fix it for you, too. Bethesda has a pretty outstanding trackrecord of punishing players for exceeding 60 frames per second.

ok so had this issue and i searched for hours online to find a fix this is what worked for me. i cant take credit for finding this but don't remember where i did. it sounds really really dumb but try it, run this is the background before you launch oblivion https://www.youtube.com/watch?v=g4mHPeMGTJM it is 10 hours of silence. for some reason when you have something running in the back ground if fixes that cracking/poping noise

Haha, this worked for me. 30 gbs of mods/scripts and this was what helped me. Windows 11, 4070ti.
