My computer can't run the game at a consistant 60fps on the highest settings, but shouldn't most newer computers be able to run a game as old as a Oblivion without an issues whatsoever?

In theory, they should be able to run Oblivion without a hitch, but in reality the game just isn't optimized for newer software very well. This could further be troublesome combined with some other factors. For example, are you running mods by any chance? With a bunch of those it wouldn't be very surprising to see why the engine is struggling to keep up. If you aren't, another issue could be your CPU, as I've heard this game relies more on a good CPU than a good GPU. If that's not it, then perhaps it's just the area you're in that's causing all the problems, as I myself have experienced lag in New Vegas (same-ish engine) inside the Strip despite a modern-ish computer (CPU = i5 4690K, GPU = GTX 960). So yeah, there's a lot of possible reasons why you're experiencing FPS drops, sadly. Hope this helped!

Don't expect a constant 60 fps. Even on a Vanilla game (without mods) your framerate will drop to 40 in some occasions, mainly because of what Boromir said just above. Engine limitations.

The game tends to lag the most when NPC's are around.

Vanilla Oblivion needs 512Mb of VRAM to run on best settings (no less than 30 FPS in battles) and some CPU with 3 Ghz core (it relies on single core so if you have 4x2.2 it's worse than 2x3.0).
I run it on aged workstation with 512Mb of VRAM and 2x3Ghz CPU under wine (and gives even worse performance because it's under Linux, not in native windows environment). From what I see my FPS is stable (no less than 30FPS in action area and 60FPS otherwise) even with such limited resources.
Maybe you should try FPS optimizer if you want to improve your game FPS? I believe there have to be something like that on nexus site?

This sounds strange to me. I also have a 1080TI and I can max the game at a constant 4k60fps, with loads of mods, including all the 2k textures I could find. I don't use an enb though, since I know games usually perform poorly with them. I've never not been able to get 60fps in this game, even with my old GTX 460s in sli. I ran at 1080p back then, but still. I only ever got drops because of some mod I had that limited my frames in certain situations. Same with fallout 3.

Get your mods loaded correctly and avoid harmful mods or tweaks and the game should run flawless. Mainly, don't ever tweak the uGridsToLoad setting. Causes corrupt saves, stuttering, crashes and very poor performance in certain situations. There are other draw distance settings that you can tweak to make the distance look good.

I have a laptop, but it's not that bad, it's no gaming laptop, but it should be good enough to run Oblivion just fine.

It also depends on what type of new computer it is. If its a new computer that isnt built for gaming whatsoever you might not have a graphics card good enough to even play it lol

Especially since you say its a labtop. Labtops, especially labtops that arent built with gaming in mind whatsoever isnt going to have a graphics card that will play actual video games.

For example. i have a labtop i brought from walmart for 250 bucks after my main gaming pc broke due to unfortunate circamstances that im not going to mention. So i brought this labtop to use while saving up for a new actual gaming pc.

Its brand spanking new. But the cheapest labtop the walmart had.

IT could play 1 video game and 1 video game only at a time. As long as that video game isnt above 15000 mb total in size.

I chose oblivion. It will only run on low settings as well. If i raise it to medium high ultra. Upon starting the game its literally a black screen. I can only see the game on the lowest settings.

I get 25 fps.

I look at it this way. Its a 250 dollar labtop that wasnt designed to have video games being played on it. Im lucky oblivion even plays at all.

At most the game will only use two cores. It generally only uses one core for most things however. The game uses a lot of scripts and many of them constantly loop every second. This puts a huge strain on the CPU. If you add a bunch of mods - more mods = more scripts. Eventually you'll be pegging out the one core that the game actually uses and your fps will suffer. Just how it is.
