What I would suggest, and what I did at that time to find the culprit... and the only option you normally have when there's no other hint/info/etc about what could be causing an issue... is: disable a few mods at a time and re-try creating a new game... each time you do that, remember to rebuild your bashed patch (as I see you have one), that's critical for this to work.
Also, crashing on new game could be caused by any number of issues... most commonly, missing meshes/assets for loaded mods, badly installed UI mods (a bad modded XML file can cause the game to crash when it tried to show that menu) so, try to see if you have all the files required for the mods you loaded (specifically, Better Cities has a big asset file that's required for the mod.)
Have you fiddled with the Stutter Remover settings at all? For some combinations of them, it's possible for the game to crash more frequently.. specially for some setting of the heap replacer.
Another thing that could help is, trying to rename the Oblivion.ini file (the one located in your Documents\My Games\Oblivion) and let the game generate a new one. Probably best bet is to let the launcher create it (it will detect your settings again) and then close the launcher and launch the game again with the OBSE loader.
No much more than what I said already.... just one minor thing: the Alternative Start mod is a bit old and I remember it having some issues in the past... don't really remember what they were and I don't know if it was fixed/updated afterwards, but nevertheless, I'd suggest replacing it with Arthmoor's Alternative Beginnings[1], it has similar options and some more and is much more modern and issue proof.
EDIT: I didn't clarify it, be careful that when you disable mods, you also disable any other mods that could be dependent upon the one you're disabling.
