Where Do I Acquire Skooma?

I'm pretty sure it's not uncommon to find, but I can't seem to find it at the moment. I don't need it in connection to a mission, but rather just to have it to duplicate it and quite possibly use it to beat a bunch of hard missions in the game.

Shady Sam also sells Skooma. He's located in the imperial city, past the stables standing there beside the city walls, around a corner.

I don't want to use console commands either though... I want to get a legitimate one without stealing it, nor hacking it in...

Then Shady Sam or Nordinor. Or Fort Alessia. Or Robber's Glen Cave. Or talk to the guards outside Leyawiin, they'll give you a lead.

I don't want to use console commands either though... I want to get a legitimate one without stealing it, nor hacking it in...

Neither do I. I was a 16 year old when I made that point. I didn't even have achievements to worry about like the console version, so I really don't know. lol

There is one you can take quite legitimately from "The Serpent's Wake" in Anvil Harbour. But, be prepared for a prolonged fight, especially if this is early game.

The one I end up getting my hands on when I play this to dupe on my Steam Deck (which is a more legit reason not to use the console since well... Keyboard) is the dealer outside of the Imperial City.

I never steal and I buy only as a last resort.

That's 100% fair. I personally abuse Skooma to have insane strength and speed, doing the speedrunning thing where you drink 3 in the inventory and 4 with the hotkey or something like that. Haven't really done that in a while though.
