The texture looks kind of blocky... do you have a texture replacer installed? Never seen that particular issue myself before :(

Do you have the game set on Large Textures? I know that sometimes when I'm fiddling with ENBs or something, if I run the launcher it resets my vid settings and sometimes I even land on small texture settings... all kind of weird things happen then :P

Perhaps those particular textures are corrupted somehow? Or even, saved in a DTX format that Oblivion doesn't support, perhaps?

I'd suggest to check them by opening the textures in a program like paint net (an open source tool which supports DDS loading [1]) and see if they look suspicious in any way.

Also, it might be that it's selecting a lower res mipmap... perhaps check your Vid card settings profile for Oblivion to see the Texture filtering setting and if changing it modifies something.

Also, if using a texture replacer and if it's installed as loose files, you can also check if moving them out of your texture folders and letting the game use the vanilla textures change something.

EDIT: I forgot... check if your GPU is not overheating... I sometimes got that kind of trashy texture looks when my fan was broken and my GPU started to overheat on me :(

my rig is decent specs I5 6600K GTX1070 OC running on water 30 deg under full load, i think i may have fixed it by reinstalling the DDS files and meshes, sometimes it works and sometimes it doesn't,makes it hard to nail down, not running any ENB's just FXAA,i might have a look at the texture paths in the CK ,you gave an idea resetting the ini file, i'll try that,i've got Photoshop ( DDS files) but i think the paths maybe wrong.....driving me nuts
