Report a translation problem
-Try typing "player.coc ImperialSewers03" into the console (press ~) rather than using the door. If that doesn't work, type "player.coc ICPrisonSewerExit01" to skip the sewers entirely.
-Try making a new character, just to quickly test things out, run past all the enemies and see if you can enter the sewers as that character. You'll be able to edit this character to change their face, birthsign, etc at the sewer exit.
-If none of these help, the only other solution I can find is opening Oblivion.ini and changing "bUseWaterShader=1" to 0.
-If all else fails, try an alternate start mod (though if Solution 1 didn't work, this probably won't help).
If none of that fixes it, I have no idea.
So "player.coc ICPrisonSewerExit01" didn't work either? Immediate crash? It's almost definitely something to do with your settings, and I would guess it is the water shader.
Though I'm surprised you managed to run through the entire sewers with a new character AND install and test an alternate start mod in 20 minutes. XD

Are you running any mods ? or is this a stock game ?
