Report a translation problem
If it does, your issue is almost certainly audio codecs. Main offender: DivX. The moment I uninstalled DivX, this problem resolved itself.
If you don't have DivX, look up other programs with audio codecs that can conflict with Oblivion.
Also, before this I didn't have any problems whatsoever with the game. And I don't seem to have DivX
However, if you have absolutely no idea what I'm talking about, chances are, you don't have a program like this installed.
