Can't start Miscarcand, is my Main Quest broken?

Everybody on the internet says that Martin will tell you about Miscarcand immediately after you bring him the Armor of Tiber Septim. I have brought it to him, and I have even completed the optional Allies Of Bruma quest, yet Martin still says nothing new. Is it intentional, or do I have to start the entire game all over again?
If it is a bug, then could it be because the game crashed after I closed the Oblivion gate near Anvil(It was the last place I have not accuired help from yet). However, when I reopened the game, it allowed me to continue from that point when it crashed, all remaining enemies around the debris that used to be the gate killed and all, which is weird, because I don't remember saving at that point.

Thanks, it worked, but I would still like to know if it was a bug, or was I just supposed to wait some more.

It was most likely a bug. Do you have the unofficial patches?

No, but would they help if I encounter any more problems like this?

You're fairly new to playing Oblivion on PC, aren't ya? The Unofficial patches are absolutely neccessary for the PC version. Fixes a ♥♥♥♥ ton of bugs and glitches and makes the experience a whole lot smoother. If you aren't really into modding and only really care about fixing bugs, a simple google search on how to install the patches will fix you up pretty quick. Unfortunately, you'll likely need to start a new game for the patches to work properly.
