Official site:

Backup in Nexus:
https://www.nexusmods.com/oblivion/mods/11367/?

You install it (it has an installer) and after it's done it should put an icon on your desktop, and you launch it from there.

If you want, you can install the CSE (Construction Set Extender) afterwards which makes the CS editor quite a bit more powerful.

Is this bait? Don't give ideas to Bethesda

The creation kit is fun to play with even if you have no intention of making mods, because it lets you see the inner workings of the game in detail.

I always chuckle at this question, since I had no idea to expect Skyrim's Creation Kit to come with Steam after Morrowind and Oblivion's were standalone.

Oh, of course. It's just not a Steam application.

In fact, this inspired me to reinstall it, and I'll mention that you will need to manually re-route the installer to your Steam installation. It will be looking for a Bethesda Softworks folder that won't be there. The installer also doubles as the uninstaller.

So does it go into the steam folder, or does it have to be installed jnto the Oblivion folder itself?
