I quite like the voice acting though so like to keep it on but it's a bit unrealistic when two different characters have the same voice actor. I wish they had used hundreds of different voices for all the NPCs.
Voice acting overall in Oblivion is bad, however there are some talnted voice acting nonetheless.
It's %80 percent bad %10 meh and %10 good in my opinion.
And yes hearing the same voice actor over and over again is very weird.
Skyrim also has the same problem, the dude you ride in the cart in the intro also voices the husband of his own sister and the Jarl in the first big town as well.
Come to think of it that dude must have voiced like %50 percent of the male Nords or something. Still very annoying.

The problem though, is Bethesda games have hundreds of characters, but only have a fraction of actors. And without direction given for each specific character, most of them end up sounding the same, with the same tone of voice and the same inflections.
With Bethesda's method of handling their voice talent, I'd personally rather have them just not get A-List Actors, except maybe for key characters where they give a damn to give proper direction, and just hire B-List or even non-professionals to fill in the rest. At the very least the acting wouldn't be so offensively copy-paste, as if the same actor was given a million lines for one character, only to have it cut up into 100 characters.
Oblivion of course has one of the greater problems with the use of their voice actors, which is the beggars. While I am already annoyed by hearing the same voices constantly across too many characters, it's much worse when you talk to the beggars in Oblivion and they have two seperate voices, often times from different actors, to swap between normal speech and "beggar" speech.
except that's literally the reason wes johnson had to voice half of cyrodiil, because between patrick stewart, sean bean and terence stamp, they blew like 90% of the game's budget
That spoiled the immersion for me when I first started playing. It just seemed like bad programming when their voice would change completely. A prime example is a begger thanking you for giving them gold in that distinctive begger voice and then using a completely different voice when you ask about rumours like you're talking to a different NPC.
This is a funny clip and Wes Johnson seems like a top bloke. There are other Oblivion videos on youtube and it looks like Wes himself joins in the discussions. Buy that man a pint! Or pay with your blood!

I've never noticed this mistake before and despite it being easy to be missed by game testers I'm surprised this error could happen at all. Sound engineers and editors are usually on the ball and I don't see how an outtake like that could be handed over to other teams and get missed enough for it to end up on the disk.

If the music of Oblivion wasn't as outstanding as it is I think the voice acting could have been more of an issue but as the speech gets saturated in the most amazing game music I've ever heard I'm the same and can overlook it. It melts away in to the background. I can also understand why a developer wouldn't have hundreds of voice actors to play all the different NPCs because that would be much more expensive but just a bit more variation would have gone a long way.
