Yes, but if you complete a quest at a lower level, like 8 for example, the artifact will stay at that level, so yes, if you complete the quests at a higher level the stats will scale with you but once obtained they do not scale with you.

Except you install the mod "Questawardlevelling". This mod let every unique item/weapon/armor scale with your level.

That is true on leveled items, however, the Daedric artifacts are not leveled items, therefore you are wrong. The ones obtained from the Daedra quest are as is, but the daedric quests themselves, have thier own level requirements to do.

Note that none of the Daedric artifacts are leveled items, and only have the one version.
