Where is the Ruby Throne?

In ESO we all know of the Ruby Throne that new emperors get to sit upon but I wonder where is it in Oblivion? I broke in to steal the elder scroll in the Thieves Guild quest and I figured there was one more floor above the Battlemages Quarters so I checked it out but there isn't, there didn't even seem to be an Emperor's quarters. It begs questions like where does the emperor and his potential heirs live and sleep? What happened to the throne and where is it now? Why is the Battlemages Quarters at the top? Etc.

Does anyone have an explanation?

P.S.
This is a minuscule question but why do we see the emperor at the top of the tower in the trailer for Oblivion when there is no way to get up on the top in the first place?

Dont take the intro for Oblivion as accurate...at all.

The guards you see patrolling the city are like, 20 feet tall and the window into your cell doesnt exist either.

Yeah but it's mostly talking about it in context with ESO, not Oblivion, unless I'm missing something on the page and I'm being an idiot :).
