Major skills contribute to your level up progress and minor skills do not. You can use this to your advantage if you want to keep low levels by choosing major skills you don't use much or choosing major skills you do use a lot if you want to level up quickly. Getting the skill book helps you get the most out of levelling up and spread it out so you benefit from the the +5 maximum bonuses.
I always reccomend going to the IC market district and selling everything you got in the tutorial.
Then do all the quests in the IC you can and level up, then sell anything you got again.
Then after that, depending on your character style, go to the respective guild of your choice.
Fighters guild is in Anvil & Chorrol.
Mages Guild is in every city (besides IC) & you need to get a reccomendation from every guild hall to get access to the Univeristy (IC).
Dark Brotherhood requires you to murder an innocent then sleep somewhere secure & you'll be visited by a member of the Black Hand.
Thieves Guild is in the IC at the waterfront, you may need to ask beggars about it first before it unlocks (not sure).
Talk to everyone and get lots of quests done, they're much better than the main story (which is still awesome).
This. You probably just haven't slept yet. Sleep for 1 hour each time until you no longer get the 'level up' popup. You'll know you have a level pending if you see the moon & stars icon somewhere on your UI.

I'm not sure what the deal is around here when it comes to suggesting mods but there is a UI mod I can't recommend enough but which I wont name incase it's against forum rules. I'll just say I wish I had discovered it when it was released and it makes navigating the onscreen displays like skill stats easier to view because it makes everything smaller. Using that mod and the skill book will make skill management and levelling up much easier to manage.
I'm glad to see no mods being offered that change the levelling system because I don't think it needs changing. It just needs to be understood.
To level up you need 10 major skill increases and you can do this with just one discipline like blade or sneak if you choose to play that way. The skill book helps you keep track of all the skills ups you've had so you know what the bonuses will be and this can be very helpful during the first few levels. From level 5 you wont need the skill book anymore.
There are no forum rules as far as discussing mods are concerned. so feel free. The only thing you can't discuss is piracy.
There most certainly is, several of them in fact. You're just not looking in the right place. You need to go to the Nexus, it has more mods for the game than any other site. Personally I think the levelling system sucks big time, I wouldn't even consider playing the game if I didn't use a mod that fixes it.
Cheers for the advice on level mods and The Nexus. I've downloaded loads of mods from there but I've always skipped the leveling section so I'll read through them all to see if anything sounds like it could improve the game. After a quick glance the mod Realistic Leveling looks like a mod I should have installed years ago. I had got used to how the vanila leveling works and enjoyed the micro management part which also helped me learn about all the skills and attributes but I'm sure there is a mod that makes it a better experience especially at the start of a game.
The mod I was referring to which is one of the best I've ever used is Darnified UI. I only installed it a few weeks ago and can't believe it took me this long to realise how essential it is. The more compact inventory screens, much more compact world map and ability to turn map icons on and off makes everything so much easier and more enjoyable. I had to stop playing Skyrim because of the terrible inventory system made everything such a chore so if there is a similar mod for that game it would make me load it up again.
If you have a moon similar icon on your left bottom of the screen you will have to sleep.
When you wake up you will have a choice of things to upgrade, things that have more points before them will grant you more skillpoints if you choose those.
If you want to enable it, just open your Oblivion.ini -found in documents/my games/oblivion/ (win7) Idk about other OS. From there look for the following header:
Change to 1. Save. Exit.
Obviously this means you level up when you get enough xp, without needed a kip.
Restoration is the slowest gaining skill, it goes by every instance of healing, not how much is healed. This makes using low level healing spells that force you to cast constantly level you faster.

My main issue with vanilla leveling is how you're forced to micromanage skill increases so you're not wasting potential attribute gains when you level up. Since you can only pick 3 attributes to raise, and if they aren't +5s, you're handicapping yourself every time you level up. So often in vanilla I found myself trying to avoid using skills so I could "save" the attribute bonus for my next level up.
This mod entirely removes the attribute selection screen when you level up. You still need 10 major skill increases to level up, but your attributes raise independent of levels, and instead increase as you use the associated skills. Major skills contribute more to your attributes, but minor ones will as well to a lesser extent. This lets you just enjoy playing the game, and the skills you use naturally will always give a benefit, major or otherwise.
Ah Todd, made the developers design the ui after the iPhone because he liked iPhones at the time. IPhone ui, for a fantasy Rpg lol.
I can't help but feel that most of fallout 76 half baked features were Todd playing another game and then going to the Devs and making them implement it, without any vision of what the hand was gonna be.
