Where Do I Go To Buy A House (Imperial City)?
I want to buy a house, and I honestly don't care which city it's in, but I would prefer if my first one was in the Imperial City as I want my stuff to be safe without you know, dropping my stuff in the Arena...

Plenty of safe places.
You buy it in the market district.

there's a store in the city merchant area called imperial commerce or something like that, go inside and you can purchase from the elf. it'll be a house in the watefront and you can purchase house items from three brother's store before heading down to unlock your new home.
.
Well, found the lady to talk to, just one problem, she keeps saying that she doesn't trust me enough to talk about buying a house...

Chat / bribe her to raise her approval of you.
Well, looks like I better go grind for some personality points...

Also make sure you have a minimum of 2000g for the house, and another 500 for house items over at three brother's store, if nothing else make sure to purchase the "storage" area first to gain a chest in the house to safely store all your gear.

I've been working at the game pretty much all night, and I've worked up about 8000 gold, so money's no problem... It's just buying the house that is annoying...

Oblivion Nexus has tons of player house mods.

Buy some spells to charm her and you might try a bribe but I was never very good with the bribe game part. Get different charm spells and try to get her at 70 or above.

According to the game guid the only place for sale is a dump at the port. I bought a home in LLewellyn. Nice place. You will spend as much money furnishing the place as it costs to buy if not more.

Home in LLewellyn costs 7000 gold. You will need another 7500 gold to furnish it.

not as much if he haggles with the brothers to lower the prices.

No. Not to be rude, but no. I don't want to cheat until at least my second time through the game...

You remove a Oblivion Gate outside of a town and the Count and people of the town start loving you and it makes it easier to buy a house. This is where the Allies of Bruma quest comes in handy since your local Count wants the gates removed before sending help. Pick your town, get rid of Oblivion Gate, buy house. Some are very expensive.

Make sure you talk to Count or Countess before removing a gate. Sometimes there are more than one and you might remove the wrong one. Happened to me and I had to make a second trip to Oblivion.

I get the feeling that he mainly wants a storage locker (for now) from what is read so far.
