Stutters on a mid range pc.
My pc is a i5-4460 8GB of RAM GTX 1050 ti and the game dips to the 50's then goes back to 60 fps.

Oblivion is known to have some stuttering problems.

Here is a mod that will help reduce it.

That's perfectly normal with Bethesda's open world games. While you can reduce it somewhat, you will never be able to have rock solid frame rates. That's because of the way the games need to swap out mesh and texture file as you move around the world. Your computer can only store so many of them in it's memory at once, after that it will have to replace them with new files from your hard drive.

i would assume it defaults to 30 on the assumption that you're using OSR on a modded game that wasn't already getting a rock-solid 60, and thus having the game dip to 28 from 30 is a lot less noticeable than a drop to 28 from 50

or that if you don't actually have it capped, it's going to raise hell if you go above 60

Oblivion was made on an engine back when only one core was used, so it will only use one core and I suspect there are other limitation that come with the engine. If your game is moderatedly moded then those issues should be apparent.
