It's almost always important to make poisons, they work well with marksmanship.
As for the cloaks and stuff it might be from mods.
The melee weapon and shield that you chose are fine until you level up quite a bit.
To OP:
A bow use will always need Marksmanship and Agility to have strong enough impact from arrows. I kill most things from being in Sneak mode (not detected) and that way get 3 times damage which kill most things instantly. Worse case is when I miss and enemy find me. Then I you really need to be able to use eitheruse blade skill, conjur up a summon to distract so I can get a shot in with either arrows or magic (on touch destruction or control (CC) from mystism skills can useful in that case.
You also use block with a bow, but it isn't as efficient as a real shield. Light armor or no armor (use cloting and enchant it with shield) will be a better optin then going for heavy armor. The reason for it as you will have encumbrance (weight) from that armor which make you move slower. Make sure to have easy access to toggle between walk and run (look into key bindings) as when you sneak will want to move slow both to avoid getting detected and to have higher precion when you shot your arrows (or use magic with a target). When you need to escape or kite, you will want to have "run" active as it make you both move faster to the sides and backwards.

Make sure you have at least installed Unofficial Patch (+UOP for DLCs) as there are buggs that those fixes. There are also a bug that you might get stuck when you are invisible and try go through a door (change betwenn exterior to interior anv vv). Chameleon can be rather easy to get on earlyer level, if you get a helmet which I will not tell you where it is to avoid giving away spoiler. There are several way to improve you chameleon by which you combine potions, enchantment and spells that you can buy.
Just be aware that even "cloaked" enemy will still be able to hear you, if you wear heavy boots.
Don't forget to actually use trainers in between level up as you are restricted to 5 point in between level up, that way you can compensate a bit if you need to get more points in something which you didn't use (gain XP) to level up in skills (and attributes for it).
Encumbrance is important as you will have problem to carry loot when it is too low and it will have an impact if you wear armor and weapon which have weight. Don't forget that staves is a good replacement, if you don't level up any magic, but still want access to some magic and in case when you being silenced (can't use regular spells) they will still work. Feater is useful to some degree in case you need to increase encumbrance, but it comes with a trade off that you suddenly level up another school which you didn't intend (there is achemy potions with feater and you can buy scrolls instead of regular spells).
Don't spread your skills to wide as it can be hard to keep your level up strong enough when you later have to fight stronger enemies due to how vanillia Oblivion work from attributes, skills and level up.
EDIT: Forgot to add that you will later find bow that have enchantment and even arrows in game. You can apply poison (from negative effects that you create from doing potions - alchemy is your friend) which is applyed to bow, not arrows.
Shot one arrow and you must re-apply poison to bow. Look at symbol for your equipped bow. It should have a blue dot for enchanted bow and a green dot for poison. You can use quickslot (or mods that increase how many quickslot you will have access) to apply poison before shoting your arrows. If damage wouldn't be high enough to kill from sneak, then at least you can have a damage over time effect (example: damage health with duration) or a contronl effect like fatigue (with duration) or paralyze (give you time to fire a second arrow or take another action).
Don't forget to look into what perks you will unlock later on as soem abilities might seem weak, but get better and is worth to invest in. Movement is something you gain all the time which will give you perks that make you take less damage from falls and even be able to both jump hight and use abilities. High speed from atlethics will also help you to get out of danger faster, but here you should really toggle between first person camera and third person as it is very easy to become blocked from behind in first person or even have another enemy hitting your that you don't see.
Btw, I don't know if I should install unofficial patch (again).
I installed it earlier today, but it decrease my framerate sometimes.
I didn't intend to mean enemies in that sentence are being cloaked, but when player character are going to use invisibility or chameleon to become less visible:
"Just be aware that even when you are "cloaked" enemy will still be able to hear you, if you wear heavy boots."
Sneaking reduces chance of getting detected, so one should always combine sneaking and invis/cham when possible with light boots or bare feet (never heavy boots as they create sound which can be heard from NPCs). Running (while you want get past enemies unnoticed or hidden) is best to avoid until one get that perks that will reduce detection.
Always combine sneak (you will move a lot slower then usual) with walk when moving. When one make use of that key bind as I mention earlier above to just be able for short burst to move faster (toggle between run/walk) then you can move from shadow to shadow to stay out of sight. You will sometime hear banter which indicate if they might have heard you, but they will soon fall back to what they where doing. Just remember when you are detected and need to move fast or kite to first get out of sneak mode and change to run (if toggle between run/walk) for movement to be able to move faster.

UOP should not have any impact on your frame rate as far as I know. Maybe you have some mods (that includes also changes to texture like texture packs) installed that isn't working as they should?

The impact in framerate is sometimes. For example, when I arrive in Cheydinhal if I walk towards the chapel, the framerate decreases. But if I walk towards the chapel, not looking directly at it and the mountain behind, if I walk on my back, the framerate is not affected lol
