Once you have access to the spellmaking altar, create a Regen spell at the lowest magicka cost your skill allows, 3 points for 10-15 seconds at the lowest skill and make new spells whenever you get to the next tier in Restoration. So you will end up with Regen 1, Regen 2, Regen 3 etc.
Regen spells that restore your health over a specified duration are usually more magicka cost efficient then instant restore health spells.
To get good enchantments go close Oblivion gates and obtain Sigil Stones. If you save your game before you touch the sigil stone, you can reload your game until you get the Sigil Stone Enchantment effects you are looking for.
The Elemental Shield effects are ideal, ie Fire Shield, Frost Shield, Shock Shield as not only do they protect you from magic attacks they also increase your defense.
The Spellmaking Altar will also allow you to make Training spells for each school of magic.
You can make low cost magicka spells that allow you to spam the spell over and over again to skill up your magic skills quickly, that way you can increase your Intelligence and Willpower by 5 points each level to help give you more magicka and the rate it is restored, since you said you had low magicka.
Start farming for gear at these locations every 3 days when the areas reset.
Sercen, North of the Imperial City
Doznot Cave, South of the Imperial City Arcane University
Rockmilk Cave, North of Leyawiin
Infested Mine, Far North of Kvatch
Fort Cedrian, Far South of Cheydinhal
Fort Alessia, South East from Fort Homestead

There are special Boss enemies located in those areas known as Ring Leaders and Warlords that carry random enchanted armor and enchanted weapons that will make your character stronger. If you save your game before entering those areas with the bosses you can reload the game until they have something you want.
The enchanted gear those ring leaders carry are very valuable, so farming them every three days can be very profitable. You can start farming these areas as early as level 3, that is when the ringleaders/warlords start having enchanted gear.

Sorry if i'm asking alot i'm a newbie haven't completed the main quest or any other dlc yet but already 50 hours in Xd i'm hooked to this game
You can find one of the best bows in the game inside Oblivion, but it has to be the right Oblivion world and the bow is hidden.
You can find the bow in Oblivion World 2 which is the gate found near Chorrol or can be reached elsewhere in the random Oblivion gates around the world. If you save your game before entering random gates, you can reload until you enter the right world.

As I mentioned before, just save your game before entering a random gate and reload the save until you enter the correct world. You can enter that world for every gate if you save your game before entering and you can obtain dozens of the bow and the mace to sell for a profit.
The correct world has several towers in close proximity to you when you enter.
That bow is leveled. Since you are level 32 you will always get the strongest version and that bow is the best.

Frostcraig Spire will be marked on your map when you get that note in inventory and is a bit north east from Bruma.
With Frostcraig can work as an option instead of doing Mages Guil Quest, but you will then miss out from some free loot and spell. You will also need money to purchase spells which can use for enchantments or create your own spells (another table you need to purchase) to create more cost efficient spells. As an example soul trap spell can be created with area effect on target which make it easier to refill soul gems for your enchanted weapons.
Be careful that you will not take item marked as owned (in red) when your in guilds houses without being member as that can get you kick out from that guild or get you a bounty.

I'm using the Umbra and the Goldbrand (also azura soul thing) people said it wold make a deadly combo soo refilling my enchanted gear is easy

What OMG describe is that you create a save game before you do something which might give a result you didn't wish.
This is not the same as "re-entering" an Oblivion Gate. As an example when you take a Sigil Stone in Sigil tower it will close that Gate AND that World.
If you find that enchantment from Sigil Stone wasn't what you want you can now just re-load that save game from the moment you saved before taking that stone or in case you are looking for loot which is tied to a random generator for that world, go back to save game before you enter Oblivion gate.
Save before:
A) container with random generated level items
B) items depending on random generated world (oblivion)
C) perfoming action with consequences that you might not wish or want to deal with
Until you close that Oblivion Gate it is possible to back through that portal (re-enter), but it can become a problem if you have followed a path which you can't return from in Oblivion or at least it will take some time. You can't use fast travel in Oblivion, so you can't just go back and forth.
I only use magic for healing and open locks
And also finding items such as armors and weapon depends on your Luck right?
Items are randomly generated at the moment you enter a new area for the first time or after the area resets.
The Luck attribute plays no part in determining the items generated.
I made a custom spell that granted 100 Luck and tried entering the same area multiple times from a save point outside. Each time different items were generated it was always just random and there was no dicernable difference in the quality of the items. It was just as random as ever.
If you want to get better items, try saving your game before entering a new area and then run to the chests and check them, then reload until you get something decent.
You can get some really good items using that technique although it is technically cheating, but it helps make your own Luck.
