the dungeons are darker i think
Oblivion does darkness a lot better, as in caves/dungeons being dark as opposed to just being drab and brightly lit in Skyrim, and music/sound wise it's more subtle and quieter. Everything in Skyrim is trying to be the biggest and most epic thing ever and the music reflects that but the problem is that kills any tension you might build up while exploring.

Skyrim also has a far more drab color pallete in general so the dark in dungeons doesn't really have much to contrast with compared to the darkness in the wild or in cities. Compare that to Oblivion where dungeons are freaking dark and the outside world is vibrant and bright it's literally a night and day difference
I hope you enjoy it and FONV. Seems like you just got them.
The creepy plastic world and the uncanny valley characters who stare vacantly into your soul might do it.
When I'm exploring the wilderness in Oblivion and the battle music starts. I squeeze my buttocks and pray inside that it's not a mountain lion. That can be scary. The same can go to Skyrim on higher difficulty. Not as much though
I'm a new comer to Oblivion, but so far the difference to me is in the caves/dungeons, and the main story as a whole. The caves are, as already said, well lit in Skyrim and darker in Oblivion. I also find the whole Mythic Dawn cult and the daedric realm to be fairly unsettling, whereas nothing in Skyrim really compares. The Dark Brotherhood is barely frightening and the dragons are more about grandeur than ferociousness (if that is even a word). The last thing about Oblivion is that you are exploring alone a lot, there are no permanent followers and you are only rarely accompanied.
I agree with DMan quite a bit.

Too, it's more difficult. Broken armor and hammers, while frustrating, provided an interesting dynamic to consider. The right micromanagement in the right atmosphere makes an RPG.
Mybe the music and darker dungeons combination
I tend to feel more isolated when playing Oblivion, the caves especially. The sudden zoom in function when NPCS talk to you, has given me a few jumps in the past. Scariest event in Skyrim for me, is having a giant spider drop on your head.....many bad words were screamed that day :2016whoadude: :slugpoo: :Pantsu:
When I play it, it is when you go into oblivionn itself. It is red and black and volcanic with devil creatures. Yes it is a scarier game indeed.
I don't know why, but one of the scariest things in Oblivion is the Leyawiin mages guild recomendation quest, when you get the Seer's stone and you know Kalthar is running towards you. I get so freaked out when the camera suddenly zoomes in on his face xD

Dungeons are darker, monsters scarier, especially that ♥♥♥♥♥♥♥ ghost thing when you get exiled from the dark brotherhood
I find Daggerfall scarier than any other TES game.

Though mostly because of the way the game works, you sometimes don't find an enemy's presence until they literally hit you from behind, startling the hell out of you.

And I startle easily.

Daggerfall has given me more than a few jump scares.
if anything the darkness in the caves piss me off a little bit
Replace the music in ...\Oblivion\Data\Music\Dungeon with your favourite mp3s. Problem solved.
I'm using some Undertale music for the Dungeon music to make them more relaxing. Also the Companion Vilja mod is very cool.
