Press ~ to open the in-game console.
Click on the item you dropped to select it with the console you opened.
Type this into the console while the item is targeted in console: SetOwnership <Faction ID>
you need to change <Faction ID>, this is what faction you want to own the item, so an example would look like this.
SetOwnership ICFaction
That faction ID should give ownership to the citizens of the Imperial City.
