I have the Deluxe edition on Xbox so I know how it's supposed to work it's just not working here. As well you can check in the launcher on the PC and the main menu on Xbox what DLC are installed and it will show all of the DLC files, which aren't showing up here.
If all else fail you could get the game on gog.com.
When you buy The Elder Srolls IV: Oblivion Game of the Year Edition, steam will tell you that you own both GOTY and GOTY Deluxe editions. It is bug but it's been there for many years, so I don't think anything will change anytime soon.
I did buy the same version (GOTY) as you did and never had those dlcs. When you try to buy Deluxe edition it says you already have Game of the Year edition and you might only get gift copy.
Buy it on gog.com instead...
