Report a translation problem
Use TCL to go into the area with the Orc and then turn it off by typing TCL again. Then try teleporting him around the room.
Target the Orc in console by clicking on him with console open. When you see his name and ID in console, type this command into console as you move around the room:
moveto player
When you teleport an NPC, they usually check their current AI package which often allows them to get back on track, but sometimes they need to be in a certain area for their script to trigger. So move around the room and teleport him to your position until something happens and then TCL back to where you belong.
Before you ever use setstage to advance quests always try teleporting NPCs around. It is safer then using setstage and can often help fix the NPC.
I reloaded a previous save before i used setstage and teleported him all over the area and nothing has happend. he just keeps saying "hello" or "aye" whenever he spawns. he still just stands there not doing anything.
Is there any way you could upload your save somewhere, so I could see if I can find a solution? It sounds like an interesting problem and am curious, although you are probably using different mods then I am, so I am not sure what will happen.
If not it's cool.

By any chance did you cheat to get into that area?
It is weird but all three of those NPC adventurers suffer from the NO GREETING bug, but I am not sure if that is normal because you normally never interact with those NPC's.
So to advance the quest type this command into console.
setstage se03a 47
After you enter that command you will hear a sound and the buttons can be pushed again.
If you select Ghost Illusion, everything will work by itself and the quest will work fine from there.
If you select Raise the Dead, the quest will still be partially broken. In order to fix it from there, you have to enter that chamber using TCL, then teleport the Orc in the middle of the Zombies and they will kill him allowing the quest to be completed.
If you go with the Zombie option, you can loot his corpse and find a sword that you normally can't get without using TCL. You can also get the sword using the ghost option, but you will have to kill him yourself to get it.
i did accidentaly trigger those knights that spawn after you complete the rooms early from using the TCL command to fly through the walls. that might be it, but other than that, everything is normal
This is a well known bug in the original game. And lucky for you, it was completely patched in the remaster.
