Report a translation problem
Oblivion was produced long before Bethesda partnered up with Steam for their games. Using the Workshop didn't start happening until Skyrim, three games and several years after it was released. By then there was no need to set one up for Oblivion since it was already an old game, and they weren't going to bother with it too much. The modding community was already well established at the Nexus by that time, so it would have been pointless to create one.
I don't use the Nexus Download Manager.
Yeah, I suppose you're right. It's really amazing how old Oblivion really is and how popular it STILL remains. I love it, but I'm just not sure if I want it for PC... I have it for Xbox currently and that's what I'm used to.
If you still like it, you should get it for your PC. Mods can turn the game into a completely new experience for you.
