"Resist Disease effects - even if at 100% or higher - will not decrease the chance of your character catching Porphyric Hemophilia. This is not a bug; rather, it is a feature - one introduced in the 1.1.511 patch, possibly so that Vicente Valtieri would be able to give you vampirism in Darkness Eternal."
So even though Vampirism grants the character 100% disease resistance, they can still 'catch' the Vampire Disease. I don't know whether or not this will effect anything [my guess it that it won't], but you can probably remove it using a Cure Disease spell or potion as you would if you had caught the disease without becoming a vampire.
Also, the same patch made Astral Vapors ignore disease resistance. Some consider this a bug.
Because the Game has a Variable to see Vampires has Disease named vampire.hasdisease.
When you turn into Vampire this Game set this variablle into -1.
You can check this variables's value via console
Just bring up console with ~ the type as follows
show vampire.hasdisease
If vampire.hasdisease shows 1, something is wrong
Just set this to -1
set vampire.hasdisease to -1
This has nothing to do with Poryphyric Hemophilia, it has to do with vampirism itself.
That is, once you've cured your vampirism, you can never again become a vampire, but you can still contract the disease.
You can't get contracted Poryphiric Hemophilia from Vampires since they do not have that disease.

....You... you literally get Poryphyric Hemophilia from vampires. That's how you literally become a vampire.
What the hell.
If we turn into vampire the game system set in game variable vampire.hasdisease to -1.
And while vampire.hasdisease == -1 no vampire can give Poryphyric Hemophilia that is all i say.
Before becoming vampire, vampires can give us that disease.
In other words, it's entirely possible to contract the disease, it's just that it increases vampire.hasdisease to 0 instead of 1
I know all of these UESP descripions and I know how Cure for Vampirism potion works because I look into these mechanism via CSE(construction set)
And I myself had talked about curing vampirism here.
So you do not check what I say by yourself.
If you have a character save data who contracted Poryphyric Hemophilia but not be vampirfe yet, you easily check what i have said.
Then you will know how vampire.hasdisease values changes.
However, I haven't seen *any* evidence that it actually stops vampires from infecting you with porphyric hemophilia, only that it stops porphyric hemophilia from actually turning you into a vampire.
