2. My oblivion page on steam doesn't even show that DLC part...
Try clicking on DLC option where oblivion is.Here is the picture:http://prntscr.com/ehjs2f
if there is dlc available then you don't have all dlcs. If there is no other DLCs try deleting Oblivion folder manually in steamapps folder and try installing it again.
