Start shopping at alchemists for a restoration potion (restore stat), or make your own. There are also restore spells to restore stat damage.

Do you have an effect on you that might block the shrine's healing spell? Spell Absorption is known for perventing shrines from healing you.

In Morrowind this was a real issue due to all the illneses you could catch if you chose the Atronach brithsign. There was a fixed 50% that you would eat any attempt to heal at a shrine.

Speaking of illnesses, did you check to see if there is an effect sapping your stats? You could be sick, or some item you have could be causing it (one of the Dark Brotherhood rewards saps some of your skills just by having it on your person for example).

Also keep in mind there are certain items that may effect our attributes, and one or two of those show up as stat damage. In that case, you need to be rid of that item.

For example, the scales of pitiless justice (the dark brotherhood reward Bob mentions but can't name), has a -2 to personality, so as long as that item is in you inventory, you will always have red personality number. In such a case, you actually need to be rid of the item, before you can restore the stat fully.

Yeah that's the item I was talking about. The last time I got far enough to earn it was years ago.

It's not an item. Is the magic resistance I have from being an orc preventing me from using the shrine?

No. Magic resistance do not prevent shrine from working.
If your Infarmy > Fame, shrine do not give you blessing.
Atronach Birth sometimes absorbs magical effects without UOP.

Are you diseased? These can give you attribute drain, and only go away if you cure the disease with a poison/ spell/ shrine.

If you go into your inventory, then click on the spells tab, then choose the far right of the 5 options, it will display the current magic effects on your character.

What does it say is causing the decrease?

You could also try taking screenshots (hit F12, upload them to Steam, and then post the URL at the top of the image's page) of all your status pages so we can see if there's anything you've missed.
