Oblivion Stuttering Despite All Fixes? (SOLVED!!!)
If anyone knows how to use Steam Launch Options to make Oblivion use only one core, I would appreciate the help.
That failing, a step by step process would also be appreciated.
My specs in summary:
Windows 10
Processor: Intel i7-6700HQ CPU @ 2.60 GHz
16 RAM
64 bit

This is really frustrating, especially considering that I can run games like Witcher 3 with no problems, but with an old game like Oblivion, as soon as I load a save, the FPS drops precipately!

I fixed it!
There is this old method, enabling/disabling sound on the ini file, that I initially disreagrded since it seemed absurd.
In desparation, I tried it, and behold! No more stuttering or low FPS!

Just curious what did you do exactly? Sounds absurd af.
I know it sounds crazy but all I did was set Music and Sound Enabled values to 0 (off)
Nothing else worked, but that, which I did only in desperation

So did you just play without the sounds or something? I've been trying everything and the game just doesn't work with sounds.
Eventually I configured the sound driver on my PC to some nondefault settings that allowed me to play with sound

A lot of stutter, freezing, and even controller input issues in Oblivion relate back to sound. The game uses your installed codecs for playback, but isn't compatible with all options out there. This leads to all sorts of weird behaviours.

For some people, the solution is to uninstall DivX. That's it.

TL:DR version: The game was fine 2 years ago before I stopped playing after my cat died. This week, I spent several evenings troubleshooting this, checking mod files, editing ini files. I realized the stutter happens when the music changes, and with certain action sounds. I re-checked my audio drivers. Then I uninstalled anything audio related that I installed after I stopped playing 2 years ago. Each time I made a change, I ran the game to see if the stutter went away. I uninstalled DivX, and the problem stopped.

I used to have alot of stutter, but installing the game on the SSD did the trick, no stutter whatsoever anymore. Recently though, the music is stuttering, wth...

Hey Warlo, I wanna know something... I disabled sound and music in oblivion.ini as well and now the game is working like a charm, but I REALLY don't wanna play without sound, how you managed to play with sound without enabling them in the ini?

I have a different PC now, that helped. But I also remember playing around with the sound drivers and later reinstalled on an SSD.
