Report a translation problem
Running in compatibility mode for windows 8 Fixes it for me. I was even able to use this fix for FalloutNV, Fallout 3, And even Assassins Creed Black Flag.
Other solutions I was using before I found this were
*Restarting my computer.
*Closing steam through task manager and starting the game without steam.
(not sure why that worked but it did)
I Should specify exactly what the bug I'm having is. For some reason the game is not in focus even when you alt-tab to it. If you move your mouse around, it does move only under the game. If you don't have multiple monitors like me then you would not notice this. this glitch does not seem related to controllers, however for Black Flag I was able to control the game with controller. Like I said, running in compatibility fixes this. You can even launch thru steam and it still works.
It seams like this is not a Bethesda exclusive bug so if anyone is having this problem in any other game then try it and it might work.

It also tells how to fix a similar problem but it only works for Bethesda games.
