if merchant has 1200 gold, and I sell something for 1000, his money dont decrease

It doesn't work the same as it does in Morrowind. In Oblivion the amount of money the NPC has only acts as a cap per transaction.

There are mods out there that change this, if it's really bothering you.

Honestly, I'd prefer if there were mods to make the other games behave like this one. I like that I can sell everything in a minute and get back to the interesting stuff, not 6 hours of traveling to every shop in the world like Skyrim.

There is a mod. It's called Enhanced Economy by TheNiceOne, get it on nexus and use it with Oblivion Mod Manager

The idea was that Shop Owners have a budget for purchasing items instead of having a limited amount of gold.

If nothing else it at least meant investing in a shop was actually useful.

If anything it was just quality of life. If a merchant in morrowind had limited septims then people would just wait 24 hours every time the cash hit zero, Oblivion just saves you the trouble.
