[KEYBOARD FIX] Oblivion Unresponsive Keyboard and Mouse Controls Solution
Community Guide Version: http://steamcommunity.com/sharedfiles/filedetails/?id=933962591

~--- Edit: Before doing anything listed in this thread to try and fix this issue, Make sure you're running Oblivion in "Compatibility Mode" set to Windows XP(sp2), and if possible enable "Run As Administrator".
Both are enabled by right-clicking Oblivions EXE file and going to "Compatibility Settings".
Most issues with any early Bethesda titles are due lack of updates from Windows 7 and going forward, so as time goes on it becomes increasingly required to make sure Compatibility mode is enabled. ---~

I've found various forums online run into this issue recently, and have spent the last night searching for a solution, in doing so I decided to tear apart the Oblivion.ini file to see where this issue could be resolved.

Problem: Recent versions of Windows have keyboard issues where the keyboard gives no input to the game, primarily at the menu screen. The given way to fix this is to set "bUse Joystick=0" in the Oblivion.ini file, however many people including myself found this alone to do nothing.

Solution:
► Go into C:/User/Documents/My Games/Oblivion, and open Oblivion.ini in Notepad
► hit Ctrl+F and find:

bBackground Mouse=0
bBackground Keyboard=0
bUse Joystick=1

► Change to this:

bBackground Mouse=0
bBackground Keyboard=1
bUse Joystick=0

This will set the game to read all Keyboard input, and will disable all Joystick controls that may interfere with them.

► If your mouse has no input in the game either, change to "bBackground Mouse=1"

Thanks man! Tried to play today and all of a sudden, keyboard wouldn't register. Very strange. Would've lost my mind without this :)

my problem is that the game is simply not responding to anything. i started the game, and i couldnt move at all. i could look around, jump, punch, and then suddenly the favorites wheel popped up. WTF IS GOING ON? also did i mention i suck at fixing stuff and "coding"? like i cant find half the ♥♥♥♥ thats supposed to be there, and when i find it it still doesnt work.

Make sure you're editting the proper Oblivion.ini file. If you edit the one in the steam folder, it will imediately get overwritten on startup, whereas the one in the "My Games" folder will only be reset if the game is reinstalled or has its integrity re-verified.

Keyboard and mouse worked before and now it won’t work
This is only a fix for when Mouse and Keyboard don't work to begin with. If you're having issues both before and after attempting this fix, go to the community guide version linked at the top instead and follow closely.
Again this fix is for IF your mouse and keyboard aren't working to begin with. There's no need for it if you aren't having problems. Doing this fix when mouse and Keyboard already work may break their function afterwards, so if that's the case, simply undo any changes this fix makes and re-verify the game's integrity or reinstall entirely.

Most issues I've found with mouse input in oblivion are due to either hardware conflicts because of a controller being plugged in, or an improperly setup ini-file. The easiest way to fix the issue is to go through and change the bUseJoystick setting to 0. If that doesn't work even with bBackgroundMouse set to 1 I'd re-verify the file integrity through steam or reinstall the game.

Yeah, I've reinstalled a couple of times, it's quite the bummer, I'm still trying to play the game, and am actively looking for more advice.

I'm having a similar issue except mine works fine for 3-5 minutes and then keyboard and mouse become completely unresponsive. I've tried changing the.ini file and at some point realize I had a controller plugged in, so I unplugged that and tried again, but it's still happening. Anyone who happens to still be around on this have any ideas?

Hey Peeps, I am having the same issue as well, my mouse just does not work at the main menu screen at all. I have set the Oblivion.ini doc to the as mentioned:
bBackground Mouse=1
bBackground Keyboard=1
bUse Joystick=0

Anybody end up having any success in figuring it out? I was so excited to play after Morrowind. :(

I'm also having the same issue. I also updated the ini file and have validated and resinstalled. I've tried an xbox controller. I've tried enabling player controls. I've tried moving the character to an NPC. I've tried no clip(still can't move forward).

My character simply will not move. I can only jump and move the mouse around. I can't ready my weapons or do anything else. I just bought this game and was excited to play.

Edit: I submitted a ticket with Bethesda Support 200715-007949

Thanks for your input, I will probably have to submit a ticket to Bethesda as well. I cannot figure out what's the hang up with the keyboard on mine.
