If it's the coils of the CPU, barely nothing to do. If it's the coils of the GPU, that's easy enough to fix. If your refresh rate of your GPU is not locked on the refresh rate of your screen, then the tiny chip between the GPU (if not included in the GPU) and the screen has no limit to how fast it works and is able to generate thousands of FPS (I once timed mine @ 2000 FPS).
TL;DR: your GPU refresh rate may not be locked to your screen refresh rate.
Not at all. You need to enable VSync, either in the game(s) options, or in the control panel of your graphic card.
