Cut The Rope doesn't work

So, as usual, I D/L the game at the library, using my laptop, to save the game onto my thumb drive, which I transfered over to my PC at home.

And it doens't work. I double-click on the .exe program and get told that it has stopped working.

I look at the details and this is what I find...

So, does anyone know how to fix this so that it works?

BTW, the reason I have to go through all this is because we have a bandwidth cap. NO, it's not what you're thinking, it doesn't mean bandwidth is SLOW, it means that we have a CAP on how much bandwidth we're allowed to use TOTAL! It means that I can only do so much online and everything else I have to have a workaround. It's the main reason why I can't even play Besiege anymore, because the darn thing can't be told to simply NOT update itself whenever I try to play it, THE GAME WAS WORKING FINE BEFORE IT TRIED TO UPDATE ITSELF!

Bandwidth rant aside, this really is a problem, this game was supposed to be a gift for my little sister! AND IT DOESN'T EVEN WORK! What did I pay for anyway?! A game that doesn't work?!
