Furthermore you can check the Journal State of the quest via the console:

The needed JournalID's can also be found at UESP on the specific quest pages.
There you can also look up if your quest state is really completed or should be (green marker) ;)
thank you for your answer. I checked the Rat Hunt Quest. It's index is 105.00 what means that the quest is finished.
The journal is getting very confusing :/
The problem is that I'm using german language. If I install the game in english it solves the problem with the journal.
I found only one post in the internet that describes exactly this problem but nobody had an idea what's wrong.
Aber mit der Englischen Fassung wirst du sowieso mehr Spaß habe. Die Mods sind deutlich neuer und es gibt Tamriel Rebuild :)
