My character on his way to Balmora to deliver the package to Caius and I'm going to travel on my own so it will be great chance to try and hear those footsteps behind and see if this is real. Will get headphones on for better attention.

Navil and Galos are downstairs in Dren's Villa at the Dren Plantation. Ranes Lenith should appear in that room too once you attack those other NPCs.
I don't understand how Ranes Lenith could be following you the whole game if he doesn't exist until you attack either Navil or Galos during the appropriate quest or how he could follow you outside Dren's Villa unless he somehow became a follower and was glitched somehow.
It is unusual that he was following you and didn't attack you at some point and was only visible when he got stuck on the branch you mentioned.
I agree that it seems stupid that he is following you the entire game, but it's just the fact that the footstep noises stop as SOON as you kill him in that quest. It's possible that Ranes has soom powerful 100% chamelon spell and only breaks out of it when you attack his brother in the Dran Plantation house.
How do you know that?
Because we played the game, and there is nobody following you.
Just outside of Balmora I always run into Ranes Ienith. When I kill him I cannot dispose of his corpse (and he's always a tough fight).
Until recently I just always thought he was there as a hazard. Then I read that he was not meant to exist until a certain quest.
I cannot find anybody else who has had this happen, and I have no mods that move him.
The OP may have had some insane glitch similar to what I experience.
Is there anybody else out there who has encountered this assassin before he is supposed to occur? I'd like to try and fix the issue since it isn't meant to be.
