Application Load Error 5:0000065434

Okay, so I have Morrowind installed on an external HD, as I do with almost all my Steam games.
I've had it installed there for some time now and I've played it from there as well.
Now, I go to play the game and it wont run. The launcher comes up no problem.
But once i hit Play, i get that message "Application load error 5:0000065434''

I thought ok. I have no idea what that could possibly mean so I did the best option available.
I completely removed Morrowind from my external and re-installed it.
No avail. Same error. No mods installed. Fresh install of the game.
I need help. I love playing Morrwind.

Has anyone else encountered this problem or know why it would appear in the 1st place?

I know this is late, but for people who might be experiencing the same issue now: don't use the morrowind launcher or morrowind .exe on you desktop or installation folder. Launch it from within Steam. That's what I did and it worked :). Hope it helps some of you guys too.
