Morrowind rebirth is basically like a remaster of the base game meant for players who have played the crap out of morrowind and want something more fresh. It moves some things around, expands the towns, and rebalances the game making harder enemies, more boss enemies, etc.
Tamriel rebuilt is just the mainland of morrowind (most of it anyway) with a bunch of new quests, towns, dungeons, etc.
Neither interfere with each other at all and can be used together. It's just rebirth makes the main game much harder, and rebuilt is built to be balanced like the main game, so the mainland will be a lot easier. I think there might be rebalancing patches that goes with rebirth and rebuilt.
Which can lead to some weird behaviour like things being blocked or floating. The patches for using them together are also very out of date, and shouldn't be used. You shouldn't run into anything serious using both at the same time, but would still recommend only picking one.
