There's also the option to play the game using OpenMW instead of going through all that.

This is my recommendation, especially if your PC is using modern hardware; but the community is split on this advice. OpenMW has a built in mod manager and many of the "fixes" that these mods provide are built into the engine.
also be aware that one of the parts of the code patch (not sure if it is optional), stops you from being able to spam potions - so reduces the opportunity to boost your speed that way
and the Morrowind Graphics Extender XE is great - giving you distant land and a far view distance (like the later games but arguably better in some ways due to the way it is done) - i haven't used OpenMW, but it is very popular and i assume it has all that graphics enhancement baked in
While in the game press the ` button on the keyboard (below ESC normally).
Enter the following text without quotes and press enter: "player->setspeed 100"
100 is the value that the speed would be set to for the player. 100 Speed is rather high though (it's the max natural stat number you can get). If you want to be faster or slower, use a higher or lower number.
mods, go to nexus and get a better faces mod, and I STRONGLY advise to get Tamriel Rebuilt, it contains a HUGE amount of the Morrowind mainland so far to the point where it's almost like a fantasy life/world sim instead of a mere RPG game, and remember, on that note it is not a Skyrim action game with RPG elements, it's an RPG game, there will be long periods where you don't have to or need to kill enemies.
There is also another mod that adds a new island to the game but I don't really know if you can get it I want to play it but I don't know how still but it adds a new island to the game with cities and someone compared this new island to city 17 from Half Life series and I think it looks like that aswell.
As Chaosolous said, MCP (Morrowind Code Patch) and MGE XE (graphics extender) or OpenMW. The script extender doesn't do anything by itself, which would make it redundant.

^ Due to height and weight differences in race and how animations work etc; male orcs are the fastest. There's also the Steed Birthsign or you could pick acrobatics and/or athletics as one of your skills.

If you want to play a beast race or just don't want to use the cheese boots your speed stat as well as character weight effects your move speed.(height does not like in other games) So if you're running heavy armor and lots of weapons you're going want to make a feather spell.
On the road north of Caldera, you'll meet a redguard woman who offers an escort quest. The reward is a pair of boots that drastically increase your speed. It's pretty early on so slow movement won't be much of an issue for long!
There is plenty of other legitimate ways to move fast in the game, faster than the boats even.
The resist magicka spell effect should only last for the duration of that spell, not based on the constant effect of the enchanted item. That's the intended balance of the powerful blinding boots.
It's a process of having to use a spell and constantly recast it or find/create another enchanted item to overcome the negative effects.
It makes sense. It's meant to be work for the reward of running 200 pts faster!
