Dondos Driler in the Hlaalu Council Manor in Balmora.

To start building, you actually need to see THREE people. The first is Dondos Driler; he's at the Hlaalu Council Manor. After that, go to Ebonheart and ask Duke Vedam Dren for a construction permit. Then, go to the Hlaalu Treasury in Vivec and ask Baren Alen for a land deed. Once you have these two things, take them back to Dondos Driler.

I lost my entry in the journal when I booted the game again. Where is the "Hlaalu council Manor"?

No you didn't. Journal entries don't just disappear.

The hlaalu council manor is in the same spot it's always been in, in Balmora.

B.F. again. Is Duke Dren in Vivic?

No, he's in Ebonheart. To be precise, he's at the top floor of the Ebonheart Grand Council Chamber, which is at the far western end of Ebonheart. Once you enter the Grand Council Chambers, just bee-line for the wall directly across from you; there's a stairwell there that will take you to the Duke's room if you follow it all the way to the top. You'll know him once you see him; he's the only one wearing ebony armor.

Thanks once again for the help. I am an old guy who is not as sharp as I could be due to some medical issues that always make me think WHY ME>>>>> why I survived at all is a bit of a long shot but not without of some ongoing problems.
There are many things that I lost like memory, physical and other things. Games give me a way to help me think and keep me on the positive side of life. I don't have a lot of money left at the end of the month and it will not get better so I have to do the best I can. There are things going on with me that I can only try to deal with them but perhaps everything that I have suffered the lords way of telling me that I need to get back on the road of life and stop feeling sorry for myself. thanks for the help.
