Controls keep resetting
Whenever I start the game and load a save, my controls reset to the default controls. I disabled cloud syncing for the game, but it didn't help. I thought to set the game to not update, but I rediscovered that Steam removed the option to have a game never update.

Any tips? Thanks.

Edit: Problem solved. Do the following if you're having this issue (for Windows 8, but presumably works for Vista and 7 as well).

1. Disable cloud syncing for Morrowind by right-clicking on the game in your Steam library, selecting Properties, clicking the Updates tab, and unchecking 'Enable Steam Cloud Synchronization...'
2. Go to Morrowind.exe and Morrowind Launcher.exe in your Steam Morrowind folder, right-click each, select Properties, go to the Compatibility tab, and check "Run this program as an administrator."
3. Run the launcher with or without Steam, and start the game.
4. Set your settings as you'd like them to be set.
5. Exit the game.
6. Re-enable cloud syncing for Morrowind.
7. Start Morrowind through Steam.
8. When told that the files stored on the cloud conflict with the files stored on your PC, choose to upload your PC's files to the cloud.
9. You're done! Now you can play!

If you use Morrowind Enhanced (MWE), you do things slightly differently. For me, when I tried to run Morrowind and the launcher as an administrator while running MWE, MWE came up with an error, something to the effect of Morrowind being the wrong version. What I did was I went from Step 2 through Step 8 with Morrowind and Morrowind Launcher set to run as administrator, and then after Step 8, I disabled the "run as administrator" setting on both Morrowind and Morrowind Launcher. Then MWE worked.

I hope I helped someone and that my solution wasn't too overwrought and horrible.

I cant verify the steps for MWE as I'm running the original version, but it worked like a charm for me. I just wanted to say thank you! This has been ultra frustrating, and your solution was awesome. You have a lot of gratitude coming from me.

Oh wow thank you! Was having problems with this and the whole windowed mode bug. Thank you, now I've got them both fixed, and you helped with this whole control scheme thing. WOOOO! I can play my favorite game again!

Thanks a million times ! It worked. I used to have the issue a few years ago and I had resolved it but forgotten how. Running the launcher as admin did not do the trick, but this did. Maybe the problem reappeared because at one point I (stupid mistake) uninstalled Morrowind and most of my saves :/

@Dunmer Named Jasperton: Only if you use Morrowind Enhanced. It's been a long time since I made this post, but as I recall, if you DON'T use Morrowind Enhanced, you need to keep "Run as administrator" checked for both Morrowind.exe and Morrowind Launcher.exe. Otherwise, there will be problems of some kind.

Well, I said the problem had been fixed, but actually, I tried to replay Morrowind today with a new character, then reloaded my old saves, and the controls had been reset everytime. It's really annoying. I don't know what to do, I thought I had found a permanent fix but it seems that no.

I wonder if this got to do with the fact my Morrowind folders (installation and ini files) are set to "read only", and I CAN'T change it because it keeps reverting (Im on Windows 8.1)
