This effect does not dissapear on its own. Use a Imperial Cult Altar or a Shrine of the Tribunal, they offer a spell to restore you attributes. Or drink a restore strenght/endurance potion or cast a restore strenght/endurcance on self spell.

Basically this. Carrying a Divine/Almsivi Intervention scroll is a very good idea if you can't cast Restore Strength and don't have any Restore Strength potions.

Now, if you're carrying any Flin, Greef, Mazte, Skooma, Sujamma or Vintage Brandy, you can use that to temporarily get your Strength back up so you can move around if needed.

Why did they think this was a good idea? Why did they think it was a good idea to have a fight where the enemy instantly drains all your strength permanently so that the game literally can't continue?

The game can easily continue and you can undo the damage to your attributes, you just need to bring more than just healing potions to make it out.

You might as well be asking why they have enemies that are able to kill you.

It's not like you can't do the same to them. It's a really good tactic against some of your heavy armored foes. Hit them with drain/damage strength and they get rooted in place. Then pick them off with spells or bows at your leisure.

Why did they think this was a good idea? For the challenge of it! Challenge isn't everything in a game, but it's a big part of it. If you want a game that has no challenge, then stick with Candy Land.

"Dread Curse: Strength - Damage Strength 5-12 pts on Touch"
That's pretty far from instantly draining all of your strength. And considering the price of a cheap potion of restore strength is around 15 gold, it's a non-issue.
