The Steel Katana (overall) is better than a Steel Saber. That is not my opinion, but a fact!
Look at the stats
Steel Saber:
Chop 5-20
Slash 4-18
Thrust 1-5
Steel Katana:
Chop 3-20
Slash 1-18
Thrust 1-6
The steel Katana has higher speed, higher item condition, and does slightly more thrust damage, that's the only areas where it is better.
Steel Saber: Enchantment Points 5.5
Steel Katana: Enchantment Points 6
