To get all the lore, you have to play atleast Skyrim (contains a lot of lore from former games) or Oblivion.
Another importent aspect: LISTEN to (ok, lets say read) everything you can. People can tell you rumours. You will get to now for example that that morrowind is more or less independent (sklavery is alowed) by just talk to the people. You can read the background of this in e.g. "2920, The Last Year of the First Era", but there you will never find out that slyvery thing.
