For a total overhaul you could try Morrowind Rebirth, but it's not very friendly with other mods. Will work fine with Voices though.

For graphics in general I'd use Morrowind Enhanced Textures and its recommended mods:
https://www.nexusmods.com/morrowind/mods/46221
For city/town and landscape overhauls I'd look at the BCOM and OAAB mods. Might want to look at this list: https://www.nexusmods.com/morrowind/mods/48812
===
For clothes, armour, and bodies I'd look at the various "Better XYZ" mods; Better Armor, Better Clothes, Better Robes etc.
For combined body/head:
https://www.nexusmods.com/morrowind/mods/48005
For just the body (you'll have to find own head mod): https://www.nexusmods.com/morrowind/mods/48387

If you want an overhaul of Bloodmoon/Solstheim, there's "Solstheim - Tomb of the Snow Prince": https://www.nexusmods.com/morrowind/mods/46810
For new lands the big three are Tamriel Rebuilt, Project Cyrodil and Skyrim: Home of the Nords.

I don't personally use animation mods, but the big one seems to be "Animated Morrowind"
Nobody cares. I know. But it is awesome to make Faggoth (sp LOL) even more annoying now, as he talks to the player.
Edit: Load VoV after Patch for Purists and merge your lists with delta plugin. Otherwise you may not hear some of the dialogue.
I can play the game, and savegame in game.
File is created in OpenMW > Documents.
When I start a new session, savefile is not recognized in game. Sigh, always something.
Has to do with omwscripts and MO2.
I have keyzer plugin in MO2.
OMW stuff shows up as fake ESP files in MO2.
When I run OpenMW thru MO2, the omwscripts in MW2 are unchecked. I check them, play.
Next session, omw scripts in OpenMW (run from MO2) are again unchecked, and I have to check them again which makes the game not see my savefile.
Arrgh, LOL
as usual, making mods work is more fun than playing the game LOL
I am just happy people in Morrowind (and, err, not people, otherpeople, whatev) speak to me.
