The order they appear in the launcher doesn't seem to matter, it's not actually the load order.
1)Clean install - Ran game. Works Fine
2)Install Morrowind Code Pathc - Ran Game - Works, MCP 2.4 shows in lower left corner.
3)Install MGE XE - Ran Game - Looks great, all changes made there appear good.
4)Install Patch for Purists - Ran Game - works fine.
5)Install Morrowind Optimization Patch - Ran Game - Works fine.
So, it was NEITHER Patch for Purists nor MOP.
So it must be that Unofficial Morrowind Official Plug-Ins Patched. I dunno. I'm gonna install that next and if this is what causes the problem I guess I will forget that and just use the vanilla Official Plug-ins and live with whatever bus the UMOPP fixed.
Here goes lol *crosses fingers*
Here's what I ended up doing.
Morrowind Code Patch
MGE XE
PfP
MOP
UMOPP
Expansion Delay
MET
Better Bodies
Graphics Herbalism (the one from your link, it was better)
Better Dialogue Font
AND IT WORKED!!!! And it looks GREAT, and boy... FAST too. This is way faster than the last time I played it. I mean everything loads so fast I almost jump because I remember how it was last time I played. And wow, it looks good. Actually better than it did (at least I think so... memory sucks though).
Now all I have to do is get my controller to work with it and I'm playing Morrowind. I still have my old Logitech Profile from years ago, so it shouldn't be a problem, just load that Morrowind profile into the Logitech Profiler Software, and I'm playing Morrowind again with my controller again.
EDIT: I should have mentioned that I don't even play the Steam version. I bought it thinking the workshop thing would make things easier... only to discover that Morrowind doesn't have workshop. lol I played originally from my boxed set, then at some point bought the GOG version, and that's what I've played ever since. But the forums at GOG are dead and that's why I posted here. Sorry if that was inappropriate.
Hah! Every daggone time I play Skyrim this happens to me. I get into it for awhile, but then my mind keeps saying... Morrowind... Morrowind... Morrowind... and before you know it I'm playing Morrowind instead of Skyrim. Not sure that's the reaction Bethesda wanted from Skyrim, but it sure is my reaction. For some reason playing Skryim just gets my desire going to play Morrowind again. lol
Dude, I can't thank you enough. You were kind, patient, and very helpful. Rest assured all the problems I was having were on me because, well, I'm a moron!!! lol
basically this is the issue and the fix (using the Tribunal esm as another file that relies on the Morrowind esm and stores its size):
https://steamcommunity.com/sharedfiles/filedetails/?id=3195948271
(note my comment on the screenshot cites it being related to the Steam version, but the fix works on the GOG version too - so i assume it was that the esm got patched when Tribunal was released - and the mod predates that)
you can probably use the construction set to fix it - and i am sure there are other ways - but if you are able to edit files using a hex editor this way works
anyway - good luck and enjoy the game - MGE-XE and enhanced textures is the key to making this game timeless - since the gameplay is still just as good as ever - it just needs a lick of paint, some upscaling and some draw distance :-)

As for signposts, if you still want to change them there are a few options that should work without having to mess with a hex editor.
For English signs would suggest one of these two.

(Just JASPR-V if you're not playing with Tamriel Rebuilt)
OpenMW is literally just drag and drop then press a button on the launcher.
If you get annoyed with dealing with Vanilla there's always OpenMW as an option to consider.
