I have visited many shops with no luck. I never heard of the place in Belmora but thanks for the responses from all. I have never heard of the official plugin mentioned.

The Area Effect Arrows plugin (along with all other official plugins afaik) comes included with the version of Morrowind sold on GOG . com, if you're interested. For some reason it seems the Steam version of Morrowind doesn't come with all plugins. I'd recommend the GOG version of Morrowind over the Steam version.

It seems odd that the design team would create such a deadly weapon but not the ammo that it could use, but then its just one of the odd things about this game. It kind of goes along having a working mapping system because my game does not always revel what a area has so I end up with a lot of black areas. I do thank all of you for responding
As mentioned above the Nord smith in Balmora is an example, he can be found at no.19 on this map:

- Erla, the redguard smith at Moonmoth Legion Fort has a restocking supply of 200 steel bolts.
- Uulernil, the armorer at Pelagiad, has a restocking supply of 200 steel and 200 iron bolts.
- Alds Baro at the Maar Gan outpost has a restocking supply of 50 silver bolts.
- Saetring, the smith at Molag Mar has a restocking supply of 50 bonemold bolts.
If you had the Area Effect Arrows official plugin, mentioned above, then there would be a fletcher in Vivec's foreign quarter lower waistworks which would be ideal.

No need to fiddle around with mods on the GOG version. I get you, I'm not computer literate either and I don't use mods for Morrowind. So if you want the plugins without the hassle of mods, you can just go to gog . com, buy their version of Morrowind, and all the official plugins will come installed with it, including the Area Effect Arrow one that has been mentioned ;)
Last I saw the GOG version of Morrowind was on sale for about a fiver, though that sale may have ended now...
I have a strange sense of loyalty...some years back I got a bit of a raw deal with GOG. I also have very limited funds and live in senior living and have to count every penny but thanks again. I will just have to do without the crossbow or check out the places already mentioned.
15 & 16 are the Mages/Fighters Guilds, and then up the street at 19 is the Razor Hole.
