He's only as stupid as the person controlling him and trying to fight a bug with no stamina

Stamina at least half full and weapon skill as close to 50 as possible. That's a good way to survive in early game

There are mods which allow you to not expend stamina while running. I'd recommend you use those if you have trouble with stamina management.

This game is based on tabletop mechanics and is getting close to 30 years old.
my guess is your weapon skill is low, resulting in terrible hit rolls.
the higher your skill in a particuler weapon the higher percentage chance to hit.
you cant just use any random weapon and expect to succeed in morrowind, rebuild or train more and get your skill to 50 and you will hit roughly half the time.
i.e orc barbarian trained in blunt as a primary skill then go bonk things with a hammer.
or a high/dark elf destruction mage with destruction as a tag skill.

secondly, lower stamina gives a debuff to your hit roll, if you have zero stamina youre hitting nothing, basically ever.
hotkey some stamina potions.

To be fair he was a common criminal, and many of them ain't that bright.

Nerevarine is not a criminal

You start the game being sent to Morrowind on a prison ship, and are released. You start nearly every Elder Scrolls game as a criminal. We don't know what he did, but he was imprisoned for something before the game starts.

He was ushered in through the Imperial prison system by Uriel Septim VII but there is no context that actually says he was a prisoner or criminal. Where Uriel Septim VII was activley aiding the Nerevarine Prophecies after he returned from Oblivion.

"Sent under Guard, without explanation, first by carriage and then by boat"

They needed to make sure he made it to Morrowind so they protected him with guards.

Uriel Septim VII was waiting for Nervearine to appear and Uriel is a Dragonborn so he knows things and he also has potentially spoken to Azura at some point because of the events that follow at his spawn in time.

Like all good Morrowind lore you cannot just say he is a prisoner criminal sent by Uriel because Azura is talking to him in his Dream which means he is already sanctioned by a higher god one which has Dominion control over Tamriel. Where Dragonborn are those who aid in or execute significant events in the timeline.

The imperial Legion are good at keeping records if he was a criminal then he would be recorded as one.

imo he spiritually inseminated straight onto the boat the initial blurb in the opening cut scene is just filler for some backstory. He could of been sent to the boat through Memospore sent from Azura because of the dreamsleeve. Either way Uriel knew who to look for in advance or knew the signs of the reborn because Azura told him but it is hidden.

All though there is no context to even prove or deny this.

"Wake up you were dreaming" The screen is black because he was asleep and dreaming. He opens his eyes to talk to Jiub. But there is also a storm with water sounds playing and it is raining and it shows the moon most likley Azura because she is to do with one of the moons.

There could be water magic envolved in his spawning and he is coming in on a boat which means water and there could also be ties to Hermaeus Mora who Azura does have dealings with. Which also means Mystery element to Neveraine's spawn point or origin because Mora is a mystery god.

I would just say he spawned right on the boat like just appeared all of a sudden kind of like this but asleep.

The mystery involved due to Azura and Hermaeus Mora is that none of the mortals know who he is unless they need to know that is why the census office does not recognize much about him but the Offcier at the end Sellus Gravius knows who you are because he was told that information. He is wearing Templar armor which means Imperial Officer and Emissary which also means that if anyone knows something above the other ranks its him.
