I think you have to select it as the active spell from the inventory menu (Rmouse) then out of inventory, I think it's the key 'R' to cast your magic :)

Yes, first select the ring power from the spell menu (right mouse buttom), the close the menu, press R and your hands will be visible (casting mode), then left click with the mause. It's not necessary to equip the ring, when you select the spell the game equips the ring for you.

Remeber that there are 9 hotkeys where you can assign the spells/items/potions whatever you use most frequently. Press F1 and a window to configure hotkeys will pop up.

By default, use the keys - and + to shift through your magical tools or spells. Shift through these until you have the Magical Ring of Healing equipped. Press R to ready your spell casting hands, and left click the mouse (aka attack) and it should work automatically.

Beware: Items use charges, which slowly regenerates, (it regenerates faster if you sleep for long periods of time) but it isn't an actual spell, so it won't actually use mana.

Hint: [ and ] shift through your weapons quickly as well, by default.

I hope that you get into this awesome and wonderful, mysterious world of Morrowind, and The Elder Scrolls world in general.
