Also note that MGO requires a clean install. After you have installed MGO and it works, you can add other mods.
The need to turn UAC off can be avoided by Uninstalling Morrowind and then doing your Reinstall to some subdirectory outside of the traditional "C:\Program Files (x86)\" {Steam's Default install location}. This is a subdirectory intended to be protected by UAC.
As an example, I re-installed ALL my Steam games {from Steam's top-of-screen commands} in a new Subdirectory located at "C:\Games\Steam\SteamApps\". No more UAC conflict. I was able to successfully install MOInstaller, MGSO, etc.
