Report a translation problem
I'm almost certain Xpadder can do the same sort of thing as both of those combined, but I don't have a copy so can't confirm it.
From the Title screen ( where it says New/Load/Options/Credits/Exit) select "Options".
On the window that pops up, select "Controls" ( 3rd Tab up top).
Select "Enable Joystick" ( 2nd button down on left).
Assign the buttons as you please.
Note, if you have a "modern" gamepad ( such as the xbox one) the Rudders won't work right. This is because Microsoft designed the rudders as one axis instead of as two buttons.
If you feel you "need" those, then you will need Xpadder or Joy2Key. Otherwise you can just live without them or purchase a Logitech F310 ( or the F 710 wireless version) as they have a selector switch that allows you to select Xinput or DirectInput.
For Morrowind ( and to use the rudders as individual buttons) you'd want DirectInput.
I don't blame ya one bit. I use the left and right rudders all the time. Before I bought the Logitechs with the dual DirectX input modes I used Joy2Key religiously.
