Infinite Torch
Is there any item(torch) that will light up and won't burn out?

You can carry a lantern. I don't think they go out.

If u have the tribunal expansion which i assume is part of the GotY edition u can get a sword called trueflame that acts like a torch when u have it out and the bright side no trading light for defence or u could try to make a constant night eye item like a helm or ring.

There are Light or Flame Amulets to be found. Don't remember whereat.
You can buy Enchantments from various Mage Guild mages and have Light attached some Armor piece [so you don't have to be waving your Light Weapon around all the time].

If you go just north of the Skaal village there's a boat with a lantern called the Watchman's Eye, which is the brightest light source, i think. also it has essentially infinite duration

Why would you waste your hand socket on a lightsource?
Better use yourself a nice light on self spell, with a neat long duration.

Or even better enchant your amulet, weapon or whatever you wish to enchant with a permanent light of self enchant.

The other trick is not to keep torches, lantarns and such in your hand but drop them on the ground instead.
Dropped candles, lanterns and torches will never wear out, and as such, are good way to lighten up places that are to dark for you.

You can ofcourse always create or add a mod that changes the burning time of torches, or ad multiple variations of them in different price ranges and burning times.
If you really feel upto it, you may even think about adding a new class of NPC to one of multiple towns, together with their own shops,that sells lightsources, and sells all sort of items in that regard items like :
*light on self spell, in 5 different grades of power
*light on other spell, in 5 different grades of power
*light on self potion, from bargain to excelent quality.
*poluted light on self potions, (a lot cheaper, but just as powerfull as excelent potions in light on self, but with a negative effect added to them)
*a nice asortment of different shapes, sizes and colors of lanters and candles.
*different quality's of torches, each with their own burning time and pricetag.
* different grades and quality's of light of self gear, both in casting the spell, as with permanent effect on them.
