My sneak won't level up

I sneaked all the way from Balmora to Caldera and my sneak skill didn't move. It's still level 5 with 0/100 progess. I have the overhaul mod installed. I googled it but nothing came up.

Does anyone else have this issue with the overhaul installed? I was toggling the 3rd person view to verify.

ahhh, you actually have to have people around for it to work. I have to remember that this ain't no Skyrim.

You have to be around people for it to go up. It's Morrowind, not Skyrim.

You also have to be in their notice line. I just go to a place where im leveling up, and leave a mug on the sneak key for about an hour.
